Washington Administrative Code Changes
Rules are codified under the Washington Administrative Code. RCO accepts public input throughout the rule-making process. For example, RCO generally begins the process of changing rules by discussing the issue at public board meetings and seeking public comments on draft proposals. Then RCO offers a formal public comment period for each rule proposal after it files its Notice of Proposed Rulemaking, or CR-102, with the Office of the Code Reviser. RCO posts this information on the Current Rules and Policy Changes, and the Office of the Code Reviser publishes CR-102s in the Washington State Register. CR-102s include information about how to submit comments and when the proposal will be discussed by the RCO board.
When a person comments on a rule during the formal public comment period or at a board meeting, the comments become part of the public record. The board will consider these comments when deciding whether or not to adopt or revise the rules. Everyone who comments on a proposed rule will get a copy of RCO's official response to the comments.
Talk with Staff
The public also may ask the Recreation and Conservation Funding Board or the Salmon Recovery Funding Board to change a rule or reconsider a specific policy. To do this, contact RCO’s director, 360-902-3000, TTY 360-902-1996.
